Developmental policies set out the Arts Council’s core goals, while our policy implementation plans outline specific actions we will take to achieve our aims over the coming years.
Our resources and toolkits provide a set of best-practice supports to guide artists and arts organisations in these areas of work.
Equality, Diversity and Inclusion
Our Equality, Diversity and Inclusion (EDI) Policy and Implementation Plan works to ensure everyone who lives in Ireland has the opportunity to engage with, and participate in, the arts.
The policy puts equality, diversity and inclusion at the heart of everything we do. It informs how the Arts Council is structured, how we operate, who we are, and who and what we support.

Place, Space & People (Spatial) Policy
This policy outlines the importance of taking a people and place-centred approach to ensure greater socio-spatial equity in our work.
The arts play an important role in the creation of the places and spaces in which people live and work, and can greatly enhance the quality of human interactions. The policy stresses the importance of the arts in the broader public policy arena, and helps us align with key national development planning.
The implementation plan identifies 35 actions across four key areas: advice and advocacy; planning and the arts; arts investment and development; and learning and insight.

Paying the Artist
We are committed to improving artists’ living and working conditions. This policy sets out best-practice principles and our position on fair and equitable remuneration and contracting in the arts sector.
Artists’ working and living conditions are below acceptable standards. As the national agency for the development of the arts, we play a central role in leading on, and advocating for, fair and equitable remuneration.
Representative and resource organisations represent the interests of, or provide resources to, professional arts practitioners.
Digital Arts Policy
This policy supports the development and position of digital arts in Ireland and internationally. It supports us to encourage digital artistic activities, enhance existing capacity and resources, and unlock opportunities for artists, organisations, and the public.
We recognise the significance and value of digital arts. These include the use of digital tools, technologies, and platforms in artistic work, including data art, software, virtual reality, and more. This policy helps us support artists and arts organisations in making excellent digital work.
The implementation plan identifies 29 actions across four key areas between 2023 and 2025: the artist; developing capacity; public engagement; and investment.
